839e1bf82f feat: add client-side rate limiting to contact form 
- Added `useRateLimit` hook
- Integrated hook into `Contact.tsx`
- Added translations for rate limit error
- Added unit tests
- Fixed type error in `Button.tsx` to allow build to pass
